The Lubricating Oil No. 927-90 was most likely the assembly number that Lionel assigned to this small ORANGE capsule and the cellophane packaging that contained it. This is because the same capsule and cellophane packaging was issued as assembly No. 1103-20 in a manila envelope numbered 1103-21.
This lubricant capsule packaging has been found in an uncataloged set that was headed up by a No. 200 Series Locomotive that was issued in 1963. We are sure that is was issued in other sets circa 1963 and it may also have been issued in separate sale locomotives or diesel engines of this period.
